In a dynamic move to merge two industries for the benefit of members, trade show exhibitors and attendees, World Wide Pet Supply Association has approved a plan to co-locate its trade show with those of the Southern Nursery Association and California Association of Nurseries and Garden Centers.

Assembly Bill 202 was introduced by Assembly Member Ellen M. Corbett (D-18, Alameda) at the urging of the Animal Protection Institute and the Avian Welfare Coalition. AB 202 would ban the possession and sale of unweaned birds by pet shops, wholesale facilities or other “persons” (breeders) required to possess a business tax permit under Section 6066 of California’s Revenue and Tax Code.

A Memorial Service will be held for Sue on Friday, June 18th 2004 at the San Bernardino Hilton Hotel, located at 285 East Hospitality Lane, San Bernardino. The service will commence at 11:00 AM, and will be followed by a reception and luncheon at the Hilton. In lieu of flowers, a donation may be made to the American Cancer Society in Sue’s name. Sue was a cancer survivor, having been free of cancer for over four years.

Senate Bill 89 passed the California Assembly by a landslide – 64 to 12. The bill went back to the Senate for concurrence, normally a formality since the amendments in the Assembly were supported by the Senate sponsor, Senator Deirdre Alpert. The Senate passed the amended SB 89 tonight (27 or 26 to 2) and it is on the way to the Governor.

The Centers for Disease Control (CDC) is working with industry to determine which stores and states have received potentially exposed animals from MidSouth. In response to a petition from the International Ferret Congress (and associated organizations), USDA is soliciting comments from the public on the advisability of instituting a rulemaking to establish new regulatory standards specific to ferrets. Currently, persons regulated under the Animal Welfare Act (AWA) relative to ferrets are subject to many requirements on the handling, care, and transport of these animals. The petitioners allege that these standards are inadequate and that large numbers of ferrets in the pet trade are suffering as a result.

As AB 2862 continues its steady march through the legislature, California's pet stores may have to prepare to change how they do business. Indeed, they may have to stop doing business altogether. Because this bill places so many burdensome and impractical requirements on pet stores, large and small, the sale of pet animals in California could quickly become a thing of the past.

Administration concerns over the costs of promulgating regulations without any appropriated funds led to the Governor’s decision. The Governor’s Veto message acknowledges his support of “strong animal welfare laws” and “funding to ensure the humane treatment of animals…” He explained he was unable to sign this bill because it “..mandates the creation of a state program without providing the authority or funding …to develop or enforce” the law.

7/27/2009    OREGON PASSES BILL IMPACTING DOG DEALERS & PET STORES

Legislation has been enacted in Oregon impacting dog breeders, pet stores and anyone who qualifies as a pet breeder. Persons are now prohibited from having more than 50 adult intact dogs at a time, and anyone purchasing a dog in the state is entitled to warranty terms.
8/14/2009    CALIFORNIA BILL TO PHASE OUT PUPPY SALES IS POISED FOR FINAL PASSAGE

** Final Senate Vote on AB 241 is Imminent ** The Assembly has already passed, and the Senate is on the verge of passing, legislation that will prohibit any person from having more than 50 “unsterilized dogs and cats at any time used for the purpose of breeding or raising dogs or cats for sale as pets, or for the purpose of producing offspring from dogs or cats for sale as pets.” While this bill does nothing to advance animal welfare, it will limit the availability of healthy well-socialized pet puppies from reputable breeders. Because the number of dogs permitted under this bill is completely arbitrary, proponents are advocating for the lowest limit they believe will be adopted in law. Next year, they can come back and seek to limit it further.
8/14/2009    INDIANA UPDATES REPTILE AND AMPHIBIAN REGULATIONS

The Indiana Department of Natural Resources, Fish & Wildlife Division, has published a notice of intent to consider revisions to existing regulations governing the collection and possession of reptiles and amphibians native to Indiana. The notice also clarifies sale and transport requirements as well as the possession and sale of dangerous reptiles. This is a notice of intent only and no comment period has been announced. Some substantive changes are introduced in this notice, but many clarifications through rewording have been made to existing regulations.
